Every family within walking range of a kindergarten is competing for the same places. This rations each kindergarten's capacity against all the children who can reach it on foot, then gives every cell the total it can actually draw on.
Across the city there are 44,382 places for 56,833 children aged 0 to 4, which is 0.78 per child if you simply divide. Once each place is rationed among the children who can actually reach it, the median child sees 0.68.
The difference is competition. A citywide average counts places that no local child can walk to.
